How to Call Your Representatives

Main Question: “I am calling to ask if a Congressional Review Act (CRA) challenge has already been mounted against the recent Title IX rule changes by the Biden Administration.”

If Yes: “Thank you for your service and attention to this important issue. I appreciate your efforts to protect the rights and opportunities of students and families. Have a great day!”

If No: “I strongly urge you to initiate a CRA challenge to the recent Title IX rule changes before the June 19, 2024 deadline. The changes redefine ‘sex’ to include ‘gender identity,’ which introduces confusion and ambiguity, undermining the rights and safety of women and girls. This redefinition also infringes upon parental rights, erodes due process protections, and suppresses free speech on college campuses. Key Information on Title IX Changes

The Title IX rule changes were enacted through the following actions by the Biden Administration:

  • Executive Order: On March 8, 2021, President Biden issued an Executive Order on Guaranteeing an Educational Environment Free from Discrimination on the Basis of Sex, Including Sexual Orientation or Gender Identity​​.
  • Department of Education Rule Change: New Title IX regulations were proposed on June 23, 2022, and after receiving a record number of public comments, the final unofficial guidelines were released on April 19, 2024, to be effective August 1, 2024​​.

These changes were not passed as part of a bill but were implemented through executive actions and departmental rule changes, which can be reversed through a CRA challenge.
